During the Japanese colonial period, a man buys a post of judge for his foolish elder son by bribing the head of the Bureau of Judicial Affairs at the Governor-general department with a tiger skin. However, the second son, Min-tae, is discontent with his father＇s pro-Japanese acts and takes part in the anti-Japanese movement. He is arrested as a sniper of the Japanese governor-general. Just then, the foolish elder son, helps his brother escape the prison and finds a way for him to go into exile.
