A boy looking for answers to important questions finds himself in a strange place inhabited by Meanings - the Upper Tier, a superstructure above the world that controls everything below. He meets a guide who is trying to get to a certain Source and "twist" - so that everything below is arranged correctly, ending the torment of people. Those walking meet various characters wandering the Tier in search of meaning. The boy becomes the object of the struggle of opposing forces and learns about the events awaiting the world.
