On March 29, 2023, Shaanxi Chang＇an Athletic Football Club was dissolved due to financial debts, leaving the football-loving fans of Shaanxi—a region known for its rich history and passionate supporters—stranded without a club to cheer for. Unwilling to accept this fate, former Chang＇an Athletic board member Zhang Wei sought inspiration from European football＇s membership model to establish China＇s first-ever fan-owned football club—Chang＇an United. Chang＇an United operates as a membership-based club with no traditional owner; the entirety of the club＇s funding comes from fans purchasing membership shares, with all major decisions requiring approval through a public vote by the members. However, in today＇s environment, the concept of a membership-owned club faces challenges that may seem overly idealistic: how should the club＇s equity be divided, and would using an NGO to help fans control the shares be feasible?
